Hi, I had also tried to flash the 5N0959655AA v3218 firmware over 2118 but it failed during flashing process then it stoped working. I couldn't find native 2118 firmware. Then i learned that 3218 is for only 3018 not for 2118.
I had to replace airbag module with the new one. Encoding can be made only on time when it is new. it can be make with vcds. online is not needed. Old code is not suitable for new module. There is airbag coding asistant menu, it needs airbag index code which is written on the module.
Also be careful, if you prefer to put second hand airbag module because it may have unerasable crash data inside.

Did you buy a new airbag unit? And was it encoded?
Did I understand you correctly, you could not find the firmware for 2118? About the old code, do you mean the coding of the old block? Or what exactly?
