The main difference:
1.
OdisE - can reflash offline - without connection to VAG servers. Its better for independent services who can take firmware files from Internet for free.
OdisS - can reflash only online.
2.
OdisE cannot make slave diagnostics - when odis say you that you must do - you step by step check conditions, parameters and etc/
OdisS - do it. You see error, odisS read it and prepare for you diagnosis plane with step by step action.
So if you just diagnose without firmware update - use just odis S, if you diagnose and want reflash - then you need both odises.
