С другого форума ответили так.У меня Делфи заработало,фирмвере ъпдейт нормалъно ,тест VCI ok

Win XP.
1. Uninstall the version 2012.3
2. Delete the folder
Documents and Settings \ User ***** \ Application Data \ autocom/delphi
3. Delete the folder
Documents and Settings \ User ***** \ Application Data \ Microsoft \ SystemCertificates \ My
4. Install version 2013.1
5. Copy the patch to the installation directory autocom/delphi
